Which Handheld pc is best ?

Hi,
I am new to pocket pc software developement.
I want to design one form which accepts values from the user and stores the info in the mssql type database.
I want to know whether i can design this application in .net? Or i have to design it in visual basic?
Also please let me know that which is the best pda for my purpose.
